Montclair Unified Land Use & Circulation Plan

The Land Use and Circulation Element built on Montclair’s strengths, while preparing it for future growth, by thoughtfully focusing development and implementing several transect-based zoning revisions. The plan formulated unique strategies for transportation and mobility, land use, and parking for seven specific areas, as well as at a township-wide scale.

Pennoni was hired by the Municipal Land Use Center at The College of New Jersey to prepare a Unified Land Use and Circulation Master Plan Element for Montclair Township. This process acknowledged that changes in land use should be supported by transportation infrastructure, and infrastructure investments should be tied to areas of growth or change.
