WINTER HAVEN, FL – Pennoni, a multidisciplinary consulting engineering firm, today announced the addition of two new hires to expand their Winter Haven, FL office. Merle Bishop, FAICP, CPM, will serve as a Senior Planner and Randy Spradling, PE, PTOE, will serve as a Senior Traffic Engineer.

Merle has more than 40 years of experience in providing quality planning, growth management, economic development services, and leadership. Before joining Pennoni, Merle served as the Growth Management Department Director for the City of Winter Haven, FL where he oversaw the growth management activities and functions the City including comprehensive planning, zoning, land development, engineering, building permitting and inspections.
“My extensive experience in local government land use planning and economic development gives me the unique ability to assist clients find solutions and navigate the myriad complexity of land development requirements,” said Merle. “I believe that my extensive network of contacts throughout Florida while continuing to serve on several professional associations enables me to provide resources and collaborate on projects at multiple levels.”
Randy has more than 35 years of traffic engineering and transportation planning experience providing services for private and public projects and organizations.
Nelson said, “We are pleased to have Randy join our firm after a very successful career at various DOTs, most recently Florida DOT. His skills and experience in traffic engineering and lighting design enhances our firm’s capabilities in these service areas.”
Prior to joining Pennoni, he served as District Traffic Design Engineer for a state highway agency managing a team of designers of traffic component plan sets for roadway projects with a focus on roadway lighting, signalization, and signing/pavement marking plans.
